What you say makes perfect sense about the exams, this is what confused me.
I knew exams were usually set by boards etc, I presumed this one had been done in-house as it were by teachers. I could not see anything so sloppy coming from an examination board.

For your interest, educators do not set papers, QCA and other awarding bodies set papers, by a form of norm referencing and criterion referencing, set to the average specification across the country.
So therefore the educators never get to see the papers as they are externally set and the educators are NOT allowed to invidulate the exams themselves. The teacher cannot wear two caps and become the teacher and the assessor, this would not allow for fairness in testing across the spectrum. Only outside awarding bodies set and mark papers, so this is your answer to your questions, on who makes the spelling and grammar mistakes.
