We have it on fairly mediocre authority that in places where there is limited connectivity, a dongle might be the answer. It appears one can pay a set fee and then pay as you go or have a monthly tariff which varies. Beyond that we cannot say but as we understand it, dongles will be big in future :) WoE AWTM,
